Content: I. The Ministry of Culture’s Bureau of Audiovisual and Music Industry Development (BAMID) hereby enacts these Directions to reward excellence in the area of musical creativity to organizations, musical groups, and individuals in the areas of rock, folk, hip-hop, electronica, jazz, R&B, and alternative pop music.

III. Number of places, awards, and format 
A. Uncategorized awards and category awards 
1. In principle, there shall be five finalists per category. Each finalist shall be granted a Finalist Certificate. Where a work is the creation of two or more persons, each shall receive a Finalist Certificate. For the Best Album Award, a Finalist Certificate shall be issued; where more than one person was involved in creation, a Finalist Certificate shall be issued to each.  
2. A single award shall be granted for each award category except Best Instrumentalist, for which three awards shall be granted. Each winner shall receive one trophy as well as a cash prize of NT$150,000. Where a winning entry has two or more creators, each shall receive a trophy and divide the cash prize equally. One trophy shall be awarded to the creator of the Best Album; where more than one person was involved in creation, each shall receive a trophy. 

B. Category awards 
1. In principle, there shall be five finalists per category. Each finalist shall receive a Finalist Certificate. Where a winning entry is the creation of two or more persons, each shall receive a Finalist Certificate. 
2. A single award shall be granted for each award category. Each winner shall receive one trophy as well as a cash prize of NT$150,000. Where a winning entry has two or more creators, each shall receive a trophy and divide the cash prize equally. 

C. Jury Award: In principle, a single award shall be granted. The winner shall receive one trophy as well as a cash prize of NT$150,000. 

D. GIMA Impact Award: In principle, a single award shall be granted. The winner shall receive one trophy as well as a cash prize of NT$150,000. For winners who pass away prior to the award ceremony, a trophy shall be awarded. 
E. The number of finalists and winners of the aforementioned four categories may be reduced or the jury may decline to give an award. For the Jury Award, the jury may decide to increase the number of awards. 

IV. Registration and qualifications 
A. Uncategorized prizes and category prizes 
1. Best Album Award, Best New Artist Award, Best Instrumentalist Award and Best Singer-songwriter Award: Award winners must be registrants/participants who are citizens of the Republic of China (Taiwan) in possession of a national identity card or foreigners in possession of an alien resident certificate and a work permit issued by the central competent authority. Where a band of two individuals or more registers and participates, one- half or more of the members, as well as the band leader, must be Republic of China (Taiwan) citizens in possession of a national identity card. Foreigners in a band must possess an alien resident certificate and a work permit issued by the central competent authority. 
2. Best Band: Registrants/participants should apply in the name of a band composed of two or more members. One-half or more of the members, as well as the band leader, must be Republic of China (Taiwan) citizens in possession of a national identity card. Foreigners in a band must possess an alien resident certificate and a work permit issued by the central competent authority. 
3. Best Live Performance: Registrants/participants must be Republic of China (Taiwan) citizens in possession of a national identity card or foreigners in possession of an alien resident certificate and a work permit issued by the central competent authority. Where a band of two individuals or more registers to compete, one-half or more of the members, as well as the band leader, must be Republic of China (Taiwan) citizens in possession of a national identity card. Foreigners in a band must possess an alien resident certificate and a work permit issued by the central competent authority. 
4. Best Asian Creative Artist Award: An individual music creator or band of two or more persons from any Asian country or area excluding the Republic of China (Taiwan) may register and participate. Such individuals may not be in possession of a Republic of China (Taiwan) national identity card, alien resident certificate, or work permit issued by the central competent authority. Registrants for this award may not simultaneously apply to compete for other awards. The jury may also nominate individuals/bands. 

B. Category Awards Registrants/participants must be Republic of China (Taiwan) citizens in possession of a national identity card or foreigners in possession of an alien resident certificate and a work permit issued by the central competent authority. Where a band of two individuals or more registers to compete, one-half or more of the members, as well as the band leader, must be Republic of China (Taiwan) citizens in possession of a national identity card. Foreigners in a band must possess an alien resident certificate and a work permit issued by the central competent authority. 

C. Jury Award Members of the jury will nominate from among registered works those that are special and worth encouraging. 

D. GIMA Impact Award Citizens of the Republic of China (Taiwan) in possession of a national identity card may recommend individuals or groups whose creation constitutes a special contribution to or outstanding achievement in the areas of rock, folk, hip-hop, electronica, jazz, R&B, or alternative pop to receive this award. Members of the jury may also nominate individuals or groups. 

V. Each year, BAMID shall publish the “Instructions for Registering for the Golden Indie Music Awards.” 

VI. Rules concerning participating works: 
A. Unless otherwise specified in these Directions or the “Instructions for Registering for the Golden Indie Music Awards,” submissions for each award must be an album or extended play (EP) record that was first published and released in Taiwan in physical format or distributed via a legal digital sales platform (a legally registered website or telecom service platform providing music download or music streaming services) in the Republic of China (Taiwan). The timeframe of release and publication dates for submissions for each year will be announced in the “Instructions for Registering for the Golden Indie Music Awards. 

B. “Album” as meant in the preceding Paragraph indicates a work including at least six tracks or where the total playing time exceeds 30 minutes (not including karaoke versions). EP indicates minialbums of five songs or less of vocal or instrumental work. 

C. Works entered for a Category Award must abide by the following: 
1. Best Album: Must be an album of which 70 percent of the lyrics or music were created and performed in full or in part by the participant. At least six songs or 30 minutes playing time (not including karaoke versions) must be new vocal or instrumental pieces. This award is to be granted for overall excellence. Applications are also to include information about the album’s producer(s), meaning individuals responsible for producing at least six songs or 30 minutes playing time (not including karaoke versions) on the album. 
2. Best Band: Where the entry is an album, at least 70 percent of the lyrics or music are to have been created and performed in full or in part by the participant; where the entry is an EP, 100 percent of the lyrics or music are to have been created and performed in full or in part by the participant. At least three tracks must have been released during the timeframe detailed in the Instructions for Registering for the Golden Indie Music Awards. 
3. Best Singer-songwriter: Where the entry is an album, at least 70 percent of the lyrics or music are to have been created and performed in full or in part by the participant; where the entry is an EP, 100 percent of the lyrics or music are to have been created and performed in full or in part by the participant. At least three tracks must have been released during the timeframe detailed in the Instructions for Registering for the Golden Indie Music Awards. 
4. Best New Artist: Participating artists or groups should not have released an album prior to the period listed in the Instructions for Registering for the “Golden Indie Music Awards” nor have been previously named a finalist for this award. The group must have released at least three tracks during the submission timeframe detailed in the Instructions. Where the entry is an album, at least 70 percent of the lyrics or music shall in whole or in part have been created and performed (played) by the registrant. Where the entry is an EP, 100 percent of the lyrics or music shall in whole or in part have been created and performed (played) by the registrant. Artists that have changed their name, lead singer, or band members and have previously released an album may not apply for this award. However, these provisions shall not hold for groups that are in the process of changing their name and have changed members. 
5. Best Instrumentalist: If it is an album, at least 70 percent of the songs shall in whole or in part have been composed or arranged by the registrant or the band working with the registrant and performed (played) by the registrant. Where the entry is an EP, 100 percent of the songs shall in whole or in part have been composed and arranged by the registrant or the band working with the registrant and performed (played) by the registrant. 
6. Best Live Performance: The entry shall be a video recording of a public performance by the registrant in the Republic of hina (Taiwan) (including but not limited to a concert tour, performance at a live music club, or online streamed performance), of which at least 50 percent of the music was in whole or in part created by the registrant. 7. Best Asian Creative Artist: The entry shall be a musical work distributed or introduced outside the Republic of China (Taiwan). At least three tracks must have been released during the timeframe detailed in the Instructions. Where the entry is an album, at least 70 percent of the lyrics or music are to have been in whole or in part created and performed by the registrant. Where the entry is an EP, 100 percent of the lyrics or music are to have been in whole or in part created and performed by the registrant. 

D. Works entered for Category Awards must meet the following requirements: 
1. Rock: Including but not limited to metal, psychedelic rock, progressive rock, grunge, hardcore, punk, post- punk, new wave, shoegaze, post-rock, and math rock. 
1.1 Best Rock Album: The entry is to be an album, at least 70 percent of the lyrics or music are to have been in whole or in part created and performed by the registrant. At least six songs or 30 minutes playing time (not including karaoke versions) must be new vocal or instrumental pieces. 
1.2 Best Rock Song: The entry is to be a musical work that is in whole or in part created and performed by the registrant. One registrant may submit up to three songs for consideration.  
2. Folk: Of any style, including but not limited to acoustic instrumentals, country music, world music, or ethnic music.  
2.1 Best Folk Album: The entry is to be an album, at least 70 percent of the lyrics or music are to have been in whole or in part created and performed by the registrant. At least six songs or 30 minutes playing time (not including karaoke versions) must be new vocal or instrumental pieces. 
2.2 Best Folk Song: The entry is to be a musical work that is in whole or in part created and performed by the registrant. One registrant may submit up to three songs for consideration. 
3. Hip-hop: Including but not limited to rap. 
3.1 Best Hip-hop Album: The entry is to be an album, at least 70 percent of the lyrics or music (including rap flow) of which are to have been in whole or in part created and sung by the registrant. At least six songs or 30 minutes playing time (not including karaoke versions) must be new vocal pieces. It must be noted where sampling of other artists’ work has been included. 
3.2 Best Hip-hop Song: The entry is to be a musical work that is in whole or in part created and sung by the registrant. One registrant may submit up to three songs for consideration. 
4. Electronic: Including but not limited to house, trance, techno, downtempo, electronica, and bass. 
4.1 Best Electronic Album: The entry is to be an album, at least 70 percent of the lyrics or music of which are to have been in whole or in part created or remixed by the registrant. At least six songs or 30 minutes playing time (not including karaoke versions) must be new pieces or remixes. 
4.2 Best Electronic Song: The entry is to be a musical work that has been in whole or in part created or remixed by the registrant. One registrant may submit up to three songs for consideration. 
5. Jazz: Including but not limited to swing, jazz blues, big band, fusion, and modern jazz, and should include elements of or segments featuring improvisation. 
5.1 Best Jazz Album: The entry is to be an album, at least 70 percent of the lyrics or music of which are to have been in whole or in part created or rearranged by the registrant. At least six songs or 30 minutes playing time (not including karaoke versions) must be new pieces or rearrangements. 
5.2 Best Jazz Song: The entry is to be a musical work that is in whole or in part created or rearranged by the registrant. One registrant may submit up to three songs for consideration. 
6. R&B: Soul and urban contemporary music, including but not limited to other music mutually influenced by these forms, such as blues, reggae, funk, and gospel.  
6.1 Best R&B Album: The entry is to be an album, at least 70 percent of the lyrics or music of which are to have been in whole or in part created and performed by the registrant. At least six songs or 30 minutes playing time (not including karaoke versions) must be new pieces. 
6.2 Best R&B Song: The entry is to be a musical work that is in whole or in part created and performed by the registrant. One registrant may submit up to three songs for consideration. 
7.  Alternative pop: Music demonstrating a unique, alternative style or being otherwise experimental in its lyrics, music, arrangement, or production. Examples include but are not limited to indie pop, dream pop, and other forms of fusion that supersede a particular category. 
7.1 Best Alternative Pop Album: The entry is to be an album, at least 70 percent of the lyrics or music of which are to have been in whole or in part created and performed by the registrant. At least six songs or 30 minutes playing time (not including karaoke versions) must be new pieces. 
7.2 Best Alternative Pop Song: The entry is to be a musical work that is in whole or in part created and performed by the registrant. One registrant may submit up to three songs for consideration. 

E. Pieces entered for Category Awards shall compete in only a single category. Where application is made for both the Best Album and Best Song award (from Category Awards), at least one entry for the Best Song award must be of the same category as the Best Album award sought. 

F. These awards aim at encouraging and rewarding the artistic aesthetic and creative input of real musical creators. Generative AI may be used as a tool in musical creation or the production process, however, entire works generated by AI may not be submitted. 

G. Entries that meet the criteria for Uncategorized Awards may be entered for awards other than the Best Asian Creative Artist Award. 

H. Where there are objections concerning confirmation of eligibility, the jury shall make a determination and make a recommendation to be approved by BAMID. 

VII. BAMID shall review the eligibility of registrants, participants, and regulations concerning participating works and shall inspect documents, information, and works appended to applications. Where documents, information, or works are found to be incomplete, registrants will be informed of the deadline for a supplemental filing. Where a supplemental filing is incomplete or insufficient, the application will not be processed. Only one opportunity for a supplemental filing may be granted. 

VIII. Finalists and award winners shall be determined based on the information provided. Registrants and participants may not request revision for any reason. 

IX. Jury functions: 
A. As concerns the jury’s duties under these Directions, BAMID will hire professionals to act as jury members. Review standards shall be determined by the jury. Jury members will not be compensated, but review, attendance, and transportation fees ay be provided in line with regulations. 

B. Jury members are to abide by the principle of recusal and perform their duties equitably. 

C. A quorum of two-thirds of the jury is required for resolutions to be passed, which are to be made binding through a majority vote by attending members. 

X. To express concern over the eligibility of works named as finalists or as to registrants or participants, related written information must be provided for inspection to BAMID within 10 days of the list of finalists being made public. 

XI. Finalists and award winners are to meet the following requirements: 
A. May not provide false documentation or information when registering or participating. 

B. Must vouch that the works named as finalists or award winners do not encroach upon the copyrights of others or otherwise violate the law. 

C. Must be the copyright holder of the work named as a finalist or award winner and grant BAMID, or parties named by BAMID, a royalty-free perpetual license to utilize the finalist or awardwinning work, starting from the date of the announcement of finalists. This license shall include the work’s cover as well as images of the finalist/award winner taking the stage to accept the award, and shall allow noncommercial reproduction, distribution, publishing, public oral descriptions, adaptation, editing, and public performances in support of Golden Indie Music Award Ceremony activities, promotional campaigns, on CDs of awardwinning works, and in ceremony-related publications, as well as the public broadcast or transmission of related content via terrestrial, cable, or satellite analog and digital TV channels, radio broadcasts, cinemas, other venues, and computers networks. 

D. Finalists for the Best Live Performance Award are to perform at the finals at a time and place determined by the organizer. 

XII. Penalties for failure to abide by these Directions (finalists and award winners): 
A. For failure to abide by the stipulations of Point 1 through Point 3 of the preceding Article, BAMID reserves the right to revoke or cancel eligibility to be a finalist or award winner and will not grant a Finalist Certificate, winner’s trophy, or prize money to the related individual/group. Where a Finalist Certificate, winner’s trophy, or prize money has already been granted, these shall be returned to BAMID. Failure to abide by the stipulations of Point 4 of the preceding Article will be seen as waiving their eligibility to participate in the finals and shall not be included in the final review. 

B. For the GIMA Impact Award, where the award winner or the responsible person at the legal person or group that has been granted an award violates laws and regulations concerning gender equality such that a related charge has been brought by a prosecutor or confirmed by the competent authority, BAMID reserves the right to revoke award eligibility based on the severity of the infraction and seek the recovery of awards and award monies. 

C. Those whose qualifications to be a finalist or award winner have been revoked or canceled by BAMID will not be permitted to register or compete for awards under the Golden Indie Music Awards for a period of two years from the date of cancellation/revocation. 

XIII. Where for any of the award categories listed in these Directions the number of registrants is less than three times the number of finalists listed in these Directions for three years in a row, BAMID may cancel the award. 

XIV. Where there are matters of concern or which are not addressed in these Directions, an explanation shall be provided by BAMID.
