Title: Guidelines for the Open Call for International Residency Fellows at the National Taiwan Museum of Fine Arts Ch

1.    Purpose
The National Taiwan Museum of Fine Arts (hereinafter referred to as “the museum”) has been actively promoting international exchanges and research on its collections. To optimize the use of its resources, the museum encourages international professionals of related fields to apply for NTMoFA International Residency Program (hereinafter referred to as “the Program”)for the purpose of research, exchange and cooperation, and all applicants for the program will undergo an open selection held by the museum. These guidelines have been formulated by the museum to better manage the residency program.  
2.    Applicants and Eligibility for Applying for the Program
(1)    Applicants: Artists, curators, critics, theorists, art historians and art museum professionals who are non-Republic of China (Taiwan) national (school students are NOT eligible to apply for this program).
(2)    Eligibility: Applicants who have more than 5 years of art, research or related work experience and have not participated in the program through the selection under these guidelines within the last 2 years. 
(3)    Applicants must have basic communication skills in English or Chinese.
(4)    Number of intakes: specified in the open call announcement for the corresponding year. 

3.    Duration of residency at the museum: 
From the minimum of 1 month to the maximum of three months, in principle. The actual duration of residency is specified in the open call announcement for the corresponding year. Those who have special needs in relation to the length of the residency period are advised to specify their situation in the application, adjustment may be made for them upon approval by the museum. 

4.    Expenses to be borne by the museum
(1)    A return economy class air ticket from the place of departure to Taiwan for each successful applicant. 
(2)    Public transportation fee for a return trip from the airport to the museum. 
(3)    Funds for research or creation, food and accommodation fee.
(4)    Insurance fee. 
(5)    Detailed information about the fees, amounts, and rights and obligations is published in the open call announcement for the corresponding year. 

5.    Application
The application time and the forms to be filled in and the supporting documents to be submitted by the applicant are specified in the open call announcement for the corresponding year.

6.    Selection process
(1)    The museum shall form an Application Review Committee (ARC) which is composed of five to seven members including staff of the museum and external experts and scholars, one of whom shall be appointed as the convenor. The proportion of ARC members of either gender shall not be less than one third of the total number of the committee members. 
(2)    The ARC may convene a meeting according to its actual needs, with the convenor serving as the Chairman. If the convenor is unable to attend the meeting for any reason, the convenor shall designate one member to serve as the Chairman.
(3)    The Review Process: There shall be two stages: preliminary review and final review.
1. Preliminary review: The museum shall review the applicants’ qualifications, written information, etc. 
2. Final review: ARC meeting shall be convened for final review in accordance with the arrangements published in the open call announcement for the corresponding year. 
3. The selection result shall be announced and notified in writing upon approval by the museum. There will be no further notice for those who are not selected. A name list of ARC members shall be published with the announcement. 
(4)    ARC member who falls under any of the circumstances provided in Article 32 and Article 33 of the Administrative Procedure Act shall recuse him/herself, and shall be obliged to keep the contents of the meeting confidential. 

7.    The obligations of the selected applicants during their stay in the museum
(1)    To plan and implement one arts & culture promotion project or publish it at least once a month during the stay in the museum. The project can be conducted in any form, such as workshop, lecture, open studio, etc.
(2)    To submit a report with more than 3,000 words in Chinese or 1,500 words in English to the museum within 14 days after the end of the residency period, and authorize the museum to use the submitted material for the purposes of art education, research, publication, activities, promotion and publicity without limitation on time, method, frequency and region. 

8.    Other matters needing attention
(1)    Successful applicant shall sign an agreement with the museum within the time limit specified in the open call announcement for the corresponding year. If the residency plan cannot be carried for some reason, or the duration of the residency must be changed, the applicant shall notify the museum three months in advance of the specified date of arrival, and shall obtain the consent of the museum. Failure to observe the above rules shall be deemed as a waiver.
(2)    Successful applicant shall cooperate with the relevant promotional activities arranged by the museum, accept the interview and free shooting of the personal activity documentary film, and authorize the museum to make any use of the film and publicly display the portrait of the successful applicant. 
(3)    Successful applicant shall be responsible for cleaning up and maintaining his/her studio during his/her stay in the museum. The use of open flame and smoking are prohibited in the studio, and the relevant regulations of the museum shall be observed.
(4)    The museum will not financially support projects or funding needs that have already received awards or grants from the museum itself, the National Culture and Arts Foundation, incorporated administrative agencies under the supervision of the Ministry of Culture, or the Ministry of Culture and its affiliated institutions (organizations). 
(5)    Successful applicant shall guarantee that the contents of the projects and the related images and texts, audio and video files and other works submitted by him/her will not infringe on the rights and interests of a third party. If the above submitted information infringes on the rights and interests of a third party, the applicant who submits the information shall be held responsible for the infringement. If the museum suffers losses or joint and several liabilities due to the aforesaid infringement, the applicant shall be fully liable for the compensation claimed by the museum.
(6)    Where a successful applicant violates the rules in these guidelines and the provisions in the agreement, or breaches the law, administrative order, public order, good customs and harms the image of the museum, the museum may revoke or terminate the eligibility of such applicant, and recover the amount paid according to the seriousness of the circumstances.
(7)    Matters not covered by these guidelines shall be handled in accordance with other relevant laws and regulations.
